Photos app allows you to create a new photo library for specific purposes like personal, private, work and more. There is not mentioned about a limit to how many new photo libraries you can make in Photos app for Mac. Once you have create a new photo library in Photos app, you can connect a camera or memory card to import photos. You can also import photos by turning ON iCloud Photo Library or choose import from the File menu. A new photo library will not contain any of the previously imported photos.
